Keynote: Europe - Different Initiatives on Domestic Abuse, An overview from the Council of Europe and European Commission – Johanna Nelles, Co-secretary of the Ad Hoc Committee on Preventing Violence Against Women and Domestic Violence (Strasbourg) & Ingrid Bellander-Todino, DAPHNE Programme Coordinator (Brussels) In the past 20 years, the Council of Europe has carried out a range of activities, projects and programmes to combat violence against women. Its recent Campaign to Combat Violence against Women, including Domestic Violence, has led to a heightened level of awareness of violence against women among governments, parliamentarians and civil society. As a result, the Committee of Ministers of the Council of Europe has decided to set up a working group to develop a legally binding instrument to combat violence against women and domestic violence. At the same time, many important initiatives have been introduced and implemented throughout Europe. This presentation will provide an overview over Council of Europe activities to prevent and combat violence against women as well as measures taken at national level. The European Commission addresses the problem of violence against women and children through many legislative and policy initiatives and actions. Most concretely, the Commission provides financial support through the Daphne III Programme to European partnerships and networks of NGOs and local public entities that work towards the eradication of violence against women, young people and children. This presentation will provide an overview of the Daphne programme and its experiences in the area of domestic abuse.
