Workshop 2 Wales – The impact of inter-parental conflict on children – the development of an Assessment Toolkit – Teresa Hallett and Matthew Pinnell.

CAFCASS CYMRU is a child-care social work organisation that is part of the Welsh Assembly Government.  It has a statutory responsibility to “safeguard and promote” the interests of children involved in family proceedings.  It has involvement in a range of family proceedings matters such as:

divorced/separated parents in dispute over arrangements for their children (private law)
local authorities applying for a Care or Supervision Order for a child (public law)

Early in 2007, the Welsh Assembly Government through CAFCASS CYMRU, commissioned Professor Gordon Harold, Child Psychologist, to develop a “toolkit” to assist practitioners in assessing psychological risk to children who are, or who have been, exposed to inter-parental conflict and/or domestic abuse.  The “toolkit” has been developed on the back of research which shows how and why children are differently affected to such exposure.

The workshop will explain the component parts of the “toolkit” and how it hopes to improve assessment of children’s needs.  Examples of how the toolkit has so far been applied will be discussed, as well as some of the challenges involved in bringing research and new ways of working into an established practice world.

PRESENTER BIOGRAPHY

MON_1c_HallettTeresa Hallett
Teresa Hallett began her social work career in 1981 and qualified as a Social Worker in December 1984. She has always worked with children and families and developed her career in local authorities in Wales. She was the Principal Officer for Child Protection in Merthyr Tydfil before joining Cafcass as a Service Manager in June 2002. Following the transfer of Cafcass functions in Wales to the National Assembly for Wales in April 2005, she was appointed as Executive Director for CAFCASS CYMRU and now has responsibility for operational services in the South and also leads on Operational Policy and Business Administration for the organisation across Wales. She is a member of the Family Justice Council for England and Wales and sits on the Domestic Abuse Sub-Committee of the Family Justice Council. She is a member of the “Raising the Standards Group”.

MON_1c_PinnellMatthew Pinnell
Matthew Pinnell is an Area Director with CAFCASS CYMRU. He also has lead organizational responsibility for domestic abuse and inter-parental conflict – e.g. leading on the development of CC-CAWAC (the focus of this discussion). His background is in child care Social Work – having worked as a Local Authority Social Worker, an Advocate and Family Court Advisor for Cafcass.  At various times he has studied at Exeter, Oxford and Cardiff Universities.
